Update: Consider the interesting article that tells the tale of the rise of the Somali pirate scourge. Apparently, they banded originally not to plunder, but simply to protect their small-time fishing industry from illegal toxic dumping. From there, it was commandeered by the 'bad guys' and 'hired guns'.
